Frank was a stone mason and contractor who built two local dams, many of the walls along Rock River, and numerous other buildings. Building concrete bridges was another one of Frank's specialties. Some years ago, Mr. Frank Cowen attracted nation-wide attention with the story of "singing mice" at his home. The Milwaukee Journal sent it's music critic, Richard S. Davis to Watertown to investigate and he wrote a feature story for the Sunday paper about the singing mice. The Cowen's had their picture in the newspaper. Watertown has the corner of Jefferson, Dodge and Rock counties. Addresses for Frank and Stella: 308 E.
